"We meet here in Dubrovnik, as constituted under the terms and conditions of our sponsors, UNESCO/ICOM/ICTOP, and therefore in observance of the United Nations terms of international justice in particular those conventions and protocols relating to social justice and inter-territorial harmony: including the avoidance of armed conflict, respect of existing territorial boundaries, and observing all the rights and freedoms to which the populations of member nations are entitled."
